Preheat oven to 400 degrees F. Prepare a muffin pan with liners or grease.
Mix sugar, oil, and eggs. Add pumpkin and water. Stir to combine. In a medium bowl, combine flour, baking soda, baking powder, cloves, cinnamon, nutmeg, and salt. Add into the egg mixture. Stir to incorporate. Stir in chocolate chips.
Fill muffin cups 3/4 the way full with batter. Bake in oven for 5 minutes at 400 degrees F. Reduce heat to 350 degrees and bake for an additional 15-18 minutes.
